After a fashion, yes. You will need to inflate the toy about halfway to make it rigid enough to insert. Completely uninflated, it would be difficult to get the top part of the toy in because there is no rigidity. The neck does not inflate, so it won't be stretching your anal sphincter. Up for a Challenge?
When fully inflated the differential between the neck and shaft is significant (like most butt plugs) and could pose a challenge with thrusting. Perhaps a welcome one!
